In 1966 he graduated from the Kiev Art Institute, where his teachers were P. Sleta, M. Khmelko, I. Shtilman. After graduation and until 1988 he taught at the institute. He worked in the field of easel painting. Author of genre paintings, portraits, landscapes and still lifes. Honored Artist of Ukraine since 1992. Singaevsky V.I. became the Laureate of the State Prize. I. Nechuya-Levitsky.
